Bungalow Bistro

The location of Bungalow Bistro is for Tampa, kind of daring. We all know those who have invested in Seminole Heights consider it “the only place to live”. Yet Seminole Heights is lacking even dismal chain eateries, let alone a modicum of wannabe indies. OK, there is the always-busy pizza joint down the block but that sadly proves my consistent argument that Tampanians obviously do not care about quality when dining out.

The owners of Bungalow Bistro make a rather big deal about being in Seminole Heights and announce their restaurant to be housed in “our restored 1920’s casual-yet-elegant bungalow”. The baroque verbiage goes into overdrive when describing the eats, “a gourmet gem, feast on Euro-American inspired creations and homemade daily specials made generously with the freshest seasonal ingredients”. My mind will conjure up all types of tricks when presented with descriptions such as these, “A gourmet gem”, ah, yes; tiny, shiny and so hard it will break your teeth. “Euro-American inspired creations”, perfectly schizophrenic which must explain the Vietnamese Summer Rolls. “Made generously” as opposed to stingy mean spirited offerings. “Freshest seasonal ingredients” when just “fresh” won’t do! But honestly, the best incongruous description has to be “casual-yet-elegant”. They should of course add a byline that reads, “if you know what we mean by casual and elegant”. No! I do not know what you mean. My idea of casual does not share a dinning room with my notion of elegant. Dear Bungalow people, I know you mean well but your descriptions need a make over.

While you’re at it, give the whole place a make over. You tried hard it would seem to make the place attractive on the outside. Shame about the color choices but not everyone has my expert and cultured eye. Stepping inside, even you dear Bungalow folks know it needs work. The Coke machine dominates the view and is even more obtrusive if you happen to be seated near it. The faux Victoriana curtains show what may be a secret disdain for the restored 1920’s architecture along with the unfortunate artwork randomly gracing the dull walls.

On the occasions I have been to the Bungalow, the service has been friendly yet erratically confused; not overtly attentive or appallingly unprofessional. Unfortunately on one occasion a forlorn waitress was required to explain why she had not presented a wine list. “Well we just got wine in, we just had a busy night, and we almost sold out” she said breathlessly, no doubt hoping I would accept her explanation and order ice tea like almost all the other customers. Instead I asked what was available. This meant the embarrassed server had to return into the depths of the noisy kitchen and grab a clue, any clue about the restaurant’s current wine selection. I could see by her pained expression when she returned to the table that this was not going to very promising, so I ordered a bottle of the first “rubbish wine” she recited with a grimace. Presently she bought only two glasses of plonk, which proved to be adequate because my description “rubbish” did not do this red swill justice. It was rubbish “rubbish”.

And so to “Feast on “Euro-American inspired creations and homemade daily specials made generously with the freshest seasonal ingredients”. On my first visit I did avoid asking what exactly is “Euro-American”, (inspired or otherwise). Remaining ignorant of such a style of cuisine on my second visit, I did begin to ask the server but gave up when I saw she was completely out of her depth in describing that evening’s specials. Pita Wraps do seem to be a giveaway as to the serious intent of any kitchen. Here they do the job extremely well. The Falafel I ordered although certainly not nearly as remarkable as those I dream about from a stall in downtown Haifa, was remarkably honest in it’s ingredients and quality. My Middle Eastern palette was not disappointed either by the Hummus Assortment. Oddly, there was far more Pita than needed. The salads are average, no standouts or surprises and certainly not “inspired creations”.

“Soups!” My dear friend the acid-tongued Mr. GR declared at a notable meal we were enjoying in Paris when I posed the question “How do you tell if a kitchen is earnest?” GR went onto explain that he believes if a restaurant can concoct a fabulous soup then they are capable of creating a gastronomic feast. I have tried only one soup at Bungalow Bistro, French Onion. It was not great, a tad too salty and surprisingly greasy. Yes the soup did not quite live up to GR’s maxim. Although other dishes at this bistro are not awful, some far from it, but they are (again) hardly “inspired creations”. The burgers are workman-like and most notably, reasonably priced. Somewhat short on flavor and of course I abhor the use of ketchup or cheap mustard. A quick aside is needed here: why in the world do restaurants from chains to independents insist on using cheap little plastic containers for condiments and then placing them directly on the food? This is a gross, disgusting practice and should be outlawed. Moreover, it’s completely unhygienic! And don’t get me started about the aesthetics of squat plastic tubs of sickly neon-colored goo vying for my attention on what could be a decent dish!

If there is an option, instead of fries, most likely I will choose it unless I can be assured the fries are hand-cut and freshly plucked from clean oil. I chose the roasted potatoes to go with my burger. I tried one of these sad disgruntled morsels and that was enough to allow the rest to be unceremoniously dumped later into the waste bin (which happened to be in full view of my part of the dining room). I telephoned my acquaintance the noted French chef Mr. B. in New York for an opinion of the following description from the Bungalow’s dinner menu: “Andouilla Studded Tender Steak, grilled marinated shoulder tender stuffed with andouilla(sic) sausage, garlic mashed potatoes, red wine demi and topped with hollandaise sauce”. From the other end of the line I heard a long exasperated sigh and then “What!? What!? Is this a joke? Demi? Demi what? Demi Moore? Demi! Demi and hollandaise!? Is this a joke?” He did not hang up but was certainly irked that I had bothered him with such nonsense. “It’s Euro-American” I suggested. “It’s hideous my friend!” snapped the unsettled Mr. B. I trust Mr. B.’s opinion and I did not and will not try steak with “red wine demi topped with hollandaise

The desserts at Bungalow Bistro remain a mystery to me because the last time I was there finishing my entrée I felt an urge to leave quickly after witnessing a scruffy man with unbelievably filthy sneakers count out paper money over the serving area.

Wine Exchange

This is NOT a restaurant. You may be forgiven for believing you are entering a real restaurant, after all Wine Exchange is located in Old Hyde Park Village in it’s new incarnation between two real restaurants, a corporate pastiche of a lame idea and an independent enigma.

Wine Exchange is a classic example of what is wrong with restaurants in Tampa Bay. This is a rather mundane bar that produces platters of “stuff” with silly names requiring little culinary skill or appreciation of reasonably good food. The soups do indeed appear to be homemade yet can always be counted on to be too salty and luke-warm. Salads appear large and contain ingredients of little quality. The dressings are often over-powering and far from subtle. Pastas are over priced and forgettable. Sandwiches and pizzas are commonplace. Other dishes do not warrant comment. Desserts provide a significant mark up and that’s all.

When you move from run down dirty digs to sparkling new premises you’d think it would be a priority to make the best of a good situation. Was it the cost? Lack of imagination? A distrust of interior designers? The end result is unfathomable. The colors, the mirrors, the hanging light fixtures. It’s all wrong, yet while not exactly hideous it is hard to imagine how the décor could be more uninspired; then again there is the “makeover” at Mise En Place.

The service oddly can on occasion be what you would expect at a real restaurant. Having said that I have suffered through faux pas after inexplicable faux pas. Awful service like awful food and décor is the fault of the owner(s) or management. My rule of thumb is as follows: if the food and décor are lousy while the service is eager with an attempt at professionalism = tip on the service. Never, ever under-tip or begrudge a tip if the food is insufferable and service excellent. All complaints about anything at a restaurant must always be addressed to the owner or manager. Do not subject a wait-person to your wrath. They can and will get another job if the owner/manager is not up to par.

Wine Exchange for some baffling reason would like to be thought of as an oenophile’s retreat. Unfortunately that requires knowing how to open a bottle, pour and wait for it….clean glasses. If I did not know better I would think this was a restaurant version of Judy Garland and Micky Rooney trotting out the well-worn line “hey I’ve got some curtains, let’s put on a show!”

Pane Rustica

I have probably sampled every dish on the menu at Pane Rustica and although I would hardly describe the food here as exquisite, it does on occasion reach remarkably high standards. Even if pastries were on my “must eat list”, some of the offerings at Pane Rustic such as the cupcakes appear quite attractive yet remind me of the rather plain girl all dressed up for the prom. You look, admire and then make an excuse about the next dance. While I do enjoy the scones, their croissants are capable of transporting me to Paris, and the heavenly Gerard Mulot’s premises on rue De la Glacière.

I like all of the sandwiches at Pane Rustica but most often go for the Daily Special and then ask the counter person to suggest which bread would be most fitting. It’s a rather good test, you should try it. The soups can be so good I have been known to go back for more. The over salty and strange consistency variety has happened about four times, so we won’t dwell on them.

Most chefs I have known throughout the years will admit to snacking on pizza occasionally, some will even go to the trouble of making it. But none have ever expected a connoisseur such as I to review it. It is not that I totally dislike pizza, it is more that I find it so maligned in this country as to be unworthy of serious consideration. For the record, Pane Rustica produce a thin, crisp effort with a variety of edible toppings, mostly served cold.

The salads can be rather well prepared but you should insist on asking for the dressing to be used with a modicum of restraint. “Dressing on the side” will not do, either the salad was meant to have dressing or not. For dinner Pane Rustica prefer to call appetizers “Small Plates” for some confounded reason. Some agreeable items can be found such as the Mussels and Clams in a spicy marinara sauce.

And so to “Entrees”. (If you are going to Francophile, then please have the good manners to use the accent “Entrée”). There are some delights here such as the sea scallops, always consistent quality and well prepared. The meats are treated with respect and the accompaniments never appear as afterthoughts. Although the pastas are thoughtfully crafted and generously portioned I tend to avoid dishes I can prepare at home with little effort. Home cooking is not what I go to restaurants for. At Pane Rustica I most often choose a Seafood special and keep my fingers crossed that the server is up to speed on what has been 86’d. Occasionally the pairing of fish with a curious sauce or possibly odd root vegetable can cause raised eyebrows when perusing the menu. In most instances the concern is unfounded and I beam my renowned smile.

The wine and beer selection must be applauded for it’s seeming perverseness. Yes, it’s different and no there are hardly any familiar names to be found. There are more reds than whites and the prices may be exorbitant if you are eating pizza. The choices are from all over and one can only guess that whoever put the list together had fun and has a remarkable palette. The downside of course appears that the regulars at what I refer to as The South Tampa Canteen do not have a clue and prefer to order by price alone. I say this confidently from assiduous scrutiny and taking note of what bottles go out to each table.

I would gladly introduce any of my out of town guests to Pane Rustica; even those celebrity chefs who anonymously descend upon Tampa Bay seeking my approval. Yet I am hesitant to do so because of the eccentric standing in line at lunchtime and searching frantically for a vacant table. Why do people who put out such good food want to have such chaos in their dinning room? Despite this muddle I'm so pleased the place is busy.

Dinner should be better because there are wait staff (and a couple of them exceptionally good). Alas the seating often appears to be directed by a young person with absolutely no clue. Because the room is so big, with high ceilings, the noise level can be headache inducing, Couple that with an unusually inferior sound system and you have a challenging venue for delicious food.

Mise En Place

The very first restaurant I visited in Tampa was Mise En Place. They had just relocated to Kennedy and everything was crisp and clean. The layout was certainly interesting and I noted at the time, “this place needs the help of a talented interior designer”. Despite a few minor gaffs, I was delighted to have found an establishment that seemed then on a par with important restaurants I have loved across the globe.

There is no question; Mr. Blitz is a talented and accomplished chef. I have seldom been disappointed by his formidable expertise. On occasion he has caused me to insist on sending my sincere gratitude to the kitchen. To accompany Mr. Blitz’s dependably proficient dishes an outstanding wine-list has been designed. I could rave about the selection for longer than it takes to read the sumptuous inventory. But, the true delight on the Mise En Place wine-list is the sensibly chosen half bottles. This restaurant proves with enthusiasm why other restaurants who should know better are not only missing out but cheating their cliental.

Service at Mise En Place is probably better than most restaurants in Tampa Bay. I have experienced some irksome ticks; the culprits quickly disappear. The food and service certainly satisfy my criteria. At Mise En Place they are both above average.

And then there is the ambience. Oh dear, where to begin? What happened? Yes, the rooms and layout are rather odd and as I mentioned in my opening, the place always appeared to need the help of an interior designer. It would have been a designer’s dream to work on such an unusual space. In such a unique configuration one can imagine beautiful, stunning applications with color, texture, furniture and fittings. From every perspective the place offers nothing short of a blank canvas for what should be one of the most dazzling restaurants, anywhere.

A couple of years back, Mise En Place did engage someone to do a “make-over”. I will politely refrain from using the term “interior designer” because that would be an insult to even your weekend do-it-your-selfer shuffling around Home Depot. The new interior of Mise En Place is beyond awful. There is no appreciation for the bones of the beautiful building. There is absolutely no understanding of color or texture. The whole mess is unforgiving in its ugliness. Like sitting next to someone with an unsightly growth on their face you try hard not to look but find yourself quickly snatching furtive peeks just to remind yourself how ugly the growth really is. This interior is not even a case of “was the designer on bad acid?” This is contemptuous of Mr. Blitz’s delicious food and the quality service. Honestly, I dread taking new customers to the place because as if on cue the obvious will be stated “I hope the food is good, ‘cause the place looks awful”. When Mr. JO was visiting from London, I did forewarn him yet he still blurted out “Bloody hell! They need to give this place a new doo!”
